We are pleased to announce that the Joint Venture of Solutions By Design II, LLC (SBD and Comtech LLC (Comtech), Estrela Tech, LLC (Estrela Tech), received a contract award for the 3rd generation 8(a) STARS II GWAC (Governmentwide Acquisition Contract) Small Business Industry Partners. The GWAC awarded is valued at $10 billion, over a five-year base, with one five-year option.

Estrela Tech is ISO 9000:2008 and CMMI-DEV Level 3 certified. As a winner of all Functional Areas (FA) of Constellation I & Constellation II, Estrela Tech joins a select group of industry partners with competitive pricing and technical proficiency. Each constellation is broken down into four functional areas designated by North American Industry Classification System (NAICS):

• Other Computer Related Services

As noted on the GSA 8(a) STARS II website, the vehicle provides great values and features in attaining superior services that SBD provides in a streamlined process. The benefits clients will receive are:

• 8(a) socioeconomic credit transferable to the agency


• Pre-competed, easy to use contracts


• Access to proven 8(a) small business technology providers


• Shortened procurement lead time


• A low user access fee (0.75 percent) built into contractor's ceiling prices

The contract provides features to the government that few others allow:

• Multiple award, indefinite delivery indefinite quantity (IDIQ) contract vehicle


• Five-year base with one five-year option


• $10 billion program ceiling


• Directed Order Authority: Directed task orders up to $4 million each are allowed for federal
     civilian and Department of Defense activities*
