For customers such as the Department of Labor (DoL), SBD provides contract consulting services and contract policy services. SBD develops acquisition processes and artifacts that support the acquisition strategy such as writing Purchase Orders (PO), issuing Requests for Information (RFI), preparing and issuing Requests for Proposals (RFP), managing the source selection process, facilitating proposal evaluations, conducting cost/price analyses, preparing the evaluation reports, writing amendments to the RFPs, writing the contract award document, administering the contract, writing and negotiating modifications to contracts, managing the close-out process of contracts.
For customers such as the Defense Contracting Management Agency (DCMA), SBD developed and delivered a structure for existing and future training plans utilizing the ADDIE model, a guideline for building effective training and performance tools in five phases: Analysis, Design, Development, Implementation, and Evaluation. We provided an Instructional Design Subject Matter Expert (SME) and Training Coordinator who both hold master’s degrees in Adult Learning and Instructional Design respectively. After implementing the structured approach for consistent training across the enterprise, we provided Curriculum Development and Course Revision for DCMA’s ITCSO Training Academy. This included the redesign of over 500+ outdated training materials and the creation of DCMA’s Learning Management System (LMS), to include mobile training formats. Our resources created the standards DCMA now follows for producing SCORM-compliant (Sharable Content Object Reference Model – the set of technical standards for e- learning software products) training and best practices to institute into all future development for the LMS.
For customers such as the Environmental Protection Agency (EPA), SBD designed and implemented a progressive User Experience Campaign: integrating marketing and outreach activities, enhancing content, and leveraging e-learning technology. SBD introduced Quick Reference Guides (QRG), regularly scheduled webcasts, and computer-based training modules (CBT) tailored for the respective audience and accessible on demand via the FDMS Resource Center. The enhancement also included the implementation of Web 2.0 technologies for outreach and education to users of the application. This includes RSS feeds, Wiki updates, Twitter, and other Web 2.0 and social networking technologies to promote the utilization of the application.
For customers such as the Defense Contracting Management Agency (DCMA), SBD led a complete rebranding of DCMA training and created web-based, interactive training videos and instructional materials for use across all mobile platforms, including the iPad and BlackBerry devices. We created an HTML5-compatible training prototype for Commanders on using the Enterprise Integrated Toolset. We worked hand-in-hand with network system engineers and security team members to deliver this mobile training for the first time. We aligned all efforts with the Agency’s Year of Training initiative focusing on increased employee-training effectiveness and access.

SBD’s team works closely with HUD to identify upcoming industry, business process, and technology changes prompting an application enhancement. For customers such as the Social Security Administration (SSA), SBD provides Data Exchange and Warehouse Repository for more than 3 Terabytes of data. This architecture is the fundamental structure for the repository that pulls from over a dozen different systems. SBD is responsible for upgrading the technical design of an internal system that delivers instructions and program policies to all 80,000 SSA and Disability Determination Services employees located in offices across the country.

Our experience encompasses requirements gathering working directly with technical team and end users to create a cohesive collaborative environment. Using this experience, our team performs on multiple projects to configure and deploy SharePoint Collaboration sites.
For customers such as the Small Business Administration (SBA), SBD conducted cost-benefit analysis of multiple software engineering alternatives for facilitating their modernization efforts. We recommended and implemented an Agile methodology that would both replace SBA’s existing waterfall method and support several strategic initiatives prompted by the 2010 Small Business Jobs Act. The shift to agile resulted in a 1,265% increase in ROI, resulting in a lower cost for developing software and the delivery of major releases averaging only 0.05 defects per function point, considerably better than the best in class average of 0.13 defects per function point.

As part of SBD’s Innovation Center, SBD has invested DevOps Factory originally used to rapidly develop solutions for the Centers for Medicare & Medicaid Services (CMS) as they quickly aligned to legislative requirements. Our SBD DevOps Factory is now leveraged by a majority of our software and system development projects providing clients with Continuous Integration/Continuous Development (CI/CD) which greatly reduces defects, while increasing code quality and speed to market.

SBD is also responsible for providing the requirements for, configuring, developing, operating, tuning and maintaining Application Security and devices on all Local Area Networks and extranets. We provide support for Tier I through Tier IV Security.
For customers such as the Defense Logistics Agency (DLA), SBD provides initiation, planning, design, development, implementation, and security services related to DLA’s LAN Management and Voice Services. SBD administers management solutions that ensure effective daily operation of the IT infrastructure and supporting applications and databases. SBD monitors and tracks security issues, developing and implementing necessary controls. SBD also provides technical support services for voice capability integration among industry leading enterprise VoIP vendors. SBD provides DLA VoIP enterprise onsite consulting services, as needed.
For customers such as the Defense Logistics Agency (DLA), SBD provides complex planning and implementation for Local Area Network (LAN) Management and Voice Services support. Network and Telecommunications support includes Local Area Network (LAN) Management and Voice Services Tasks such as development and implementation of an effective lifecycle and equipment refresh plan for all LAN equipment ensuring 24x7x365 operations to both NIPR and SIPR environments. We provide LAN support services to approximately 4000 users, Monday through Friday between 0600-1800. Callback support is be provided 1800 – 0600 on weekdays and 24 hours a day on weekends/holidays in support of all operational emergencies.
For customers such as the Center for Medicare & Medicaid Services (CMS), SBD was able to provide the first Federally Facilitated Marketplace (FFM) system that successfully transitioned to the CMS cloud environment. We continue to improve the system by collaborating with industry partners to increase the quality of the infrastructure and platform. We have achieved successes of 99.9% uptime in service continuity and system support.
For customers such as the Department of Interior (DOI), SBD provides service desk support for the End Users Services Division as well as maintenance to the mission critical services. Our support within DOI includes security patching and anti-virus, back-up and restore, Infrastructure planning, design, and implementation, and asset management and compliance reporting.
