Solutions By Design II, LLC selected to assist the Centers for Medicare & Medicaid Services (CMS) with oversight of States’ compliance with rate setting, actuarial soundness, fiscal integrity, and financial reporting requirements in Home and Community-Based Services (HCBS).

Vienna, Va. – November 1, 2020: Solutions By Design II, LLC (SBD), a leader in management consulting technology services, and application engineering and maintenance support announced that it has been awarded a multi-million dollar contract to assist the Centers for Medicare and Medicaid Services (CMS) with innovative, performance-based solutions to meet CMS’s need for assistance with oversight of States’ compliance with rate setting, actuarial soundness, fiscal integrity, and financial reporting requirements in Home and Community-Based Services (HCBS). These services are intended to enhance States’ program integrity activities and reduce fraud waste and abuse. SBD will execute its contract as a subcontractor to Lewis & Ellis.

SBD will provide CMS with essential tools to ensure that state rate setting methodologies are based on up-to-date Medicaid policies and regulatory requirements; accurate and supported by proper documentation; aligned with program goals; and based on appropriate education and training. In addition, SBD will provide CMS with essential tools to ensure that states are in compliance with program operations and billing requirements, including assuring appropriate settings for delivery of HCBS, billing is occurring in compliance with the HCBS assurances defined in the Act, have an effective electronic visit verification system (EVV) for Personal Care Services and Home Health Care Services, and mechanisms are in place to mitigate the risk of fraud and abuse in the delivery of HCBS services.
